It's hard, too, to miss the "WOLFLINE" red and white buses going by. en, there's Packapalooza, the all-day free block party and street fest now entering its eighth year and promising a chance to "relive the experience" — but only after shop windows are painted the school colors. "We supply the paint and the brushes," said Devon Howard, who occupies a second- floor office at the non-profit with a telling name: Live It Up! Hillsborough Street. From where she sits, it's evident what's attracting millennials and even baby boom- ers back to this once neglected locale in what is part of a national phenomenon. "It's this type of urban living," she said. "You want to be within walking distance.
